Nobody spends three weeks because the bolts are hard to turn. The time goes to the things the manual doesn't mention: sorting an unlabelled hardware bag, aligning trusses to within a quarter inch so the cover tensions evenly, waiting on a calm morning to pull fabric, re-doing the first two bays after you figure out the sequence, and hunting down the one bracket that wasn't in the crate. Our crews have burned those hours already — on someone else's building. That's what the flat rate buys.
